EBIS™ is an enterprise web application designed to provide federal employees personal
and general information regarding their benefits. With EBIS™, employees can view
a statement of their benefits, use calculators to perform various “what-if” scenarios,
and perform all of their benefits related transactions using the internet.
Easy to Use
EBIS™ is entirely browser-based and all of its reports and forms utilize Adobe PDF®.
An intuitive interface allows users to perform all tasks without training. Secure
EBIS™ provides for a self managed system of unique logins and passwords for all
users. Additionally, all data is secured using 128-bit Secure Socket Layer (SSL)
encryption.
Benefits Statement
The real-time benefits statement component of EBIS™ utilizes your agency’s personnel/payroll
systems to provide each employee with a personalized statement of their benefits.
Whenever the employee uses EBIS™, they receive up to date information about:
- Current and Projected Retirement Benefits
- Life Insurance (FEGLI) Benefits
- Health Insurance (FEHB) Benefits
- TSP Projections / Annuities
- Social Security Benefits
- Disability & Death Benefits

Information Library
A comprehensive reference library of information relating to Federal benefits, covering
CSRS, CSRS Offset, FERS, FEHB, FEGLI, TSP, and Social Security topics. This library
is organized by topic area and can also be searched by keywords.
HR Link™
HR Link™ provides an integrated benefits system solution for those clients with
both EBIS™ and GRB Assist™. Any estimates or reports that are generated in GRB Assist™
can be published directly to the employee through EBIS™. Also with HR Link™, employees
can make specific requests regarding retirement & benefits directly to the Benefits
Counselor.
Electronic Forms
Over 40 different forms relating to retirement, FEHB, FEGLI, and TSP are available
for employees to fill out and print for submission.
Transactions
The transactional component of EBIS™ provides the employee the ability to perform
all open season and non-open season transactions for FEHB, FEGLI, and TSP. The employee
has the ability to make any of the transactions that may be available, as well as
stop pending transactions prior to the effective date. The employee receives the
completed corresponding Standard Form (SF) as a receipt for the transaction.
Support Service
GRB provides technical support via an interactive website and/or telephone support.
Telephone support is available Monday through Friday from 9am-5pm EST. GRB provides
notices and updates to EBIS™ as changes to laws, rules and regulations occur.
Turn-Key Hosting
GRB provides a turn-key hosting solution to eliminate the need for additional infrastructure
and I/T support. GRB provides for all setup and installation, including interfacing
with the Agency’s personnel and payroll data systems.
Customizable
EBIS™ intuitive browser interface is customizable, so Agencies can incorporate their
unique comments and text throughout the EBIS™ application. With the “Agency New”
feature, bulletins and notices can be pushed out to all users quickly and easily.
